MPC report bug?

I have set my MPC report header in Preferences. The header has "COD C03" as the first line. But still when I add a measurement line into the report the observatory code in columns 78-80 is always set to " 0". Am I not doing this correctly or is this a bug?

Yes it's a bug. It will be corrected in the next service pack, in 2-3 days I'll post here a link to download the prerelease of it.
